1) What I would do first to promote myself and get clients is commenting it publicly to my friends on social media, twitter would be a good place to start.

2) After doing some research, the minimum wage payment when it comes to commissioning art is around 7.25 dollars per hour. Might round it up to 8 dollars per hour although I might change it depending on the demand or/and feedback.
