I had a lot of fun creating this character in Adobe Illustrator. 

Here is the process:

Sketch - Linework - Base Color - Shadows, Highlights, details, Generative Recolor - Text to Vector AI Assets and Background

 

Exported to Multiple dimensions:

 

 

In addition I was able to make it into a cute little Sticker by using a path offset:
