This is a fun and yet minimalistic design. It's aimed at kid's clothing, swimwear, and home decor. 

The moons are displayed in all their different phases, but also giving to the design a higher number than the blue moon itself. It plays with the idea of dreams and time, patience is required for achieving goals.
