Somewhere in the future, a decade after the Seventh Extinction that wiped out the privileged White population, most of the continents have been destroyed by nuclear war. The only people remaining are at the southern tip of Africa, and 12 isolated camps have been established to maintain a very small population of white people. The Establishment, which picked up the pieces after the nuclear fallout, have decided to terminate the program, which would mean killing all the people in these camps, Black and White. 

But news leaks out of the planned extermination, and a handful of people escape their imminent erasure, going from camp to camp to warn of the Establishment's plans. They work together to ensure their survival, and then discover the real reason a few Whites had been kept alive after the Seventh Extinction.
