I have a lot of work to do on getting closer to a subject while making a selection, but I thought I'd go ahead and post this anyway.  I selected my daughter then inversed the selection to add gaussian blur to the area around her.  Then I add vector circle shapes, lowered their opacity, and cut and pasted flowers from another photo to put inside the bubbles.
