Both of the problems you've encounter are very common problems, and I explain how to solve each one in the course.

Regarding the boots and jacket not moving: To solve this, you have to select the Skin object and then go to the Include tab and you have to turn on the Force option. You can see how I do it in "Lesson 12. Binding the Character" starting at 10:30. Please watch that part of the video where I explain how to fix it.

Regarding the very strong deformation of the eyes and beard: This happens because the weights that were assigned automatically are not properly assigned (they are not normalized). Since we are working with a cartoon character, the head is huge compared to the body. So, Cinema 4D is trying its best to properly auto assign the weights but it cannot do it properly. So we have to assign the weights by hand. And I explain how to assign weights by hand in the next lessons, starting at "Lesson 14. Weighting the Character - Part 1".

You can also watch "Lesson 17. Normalization basics" where I explain what Normalization means and how it can create those very bad deformations, and how to fix them.

So, don't worry if some parts of the character get deformed very badly. It's actually very normal, and we can fix it by adjusting the weights.

Rigging can be time-consuming sometimes, especially when we have to fix the weights, but this is a process we do only once. So, we should invest the time to do it properly and to do it the best we can. And after that, we will have a character that we can move and animate the way we want to.
